If by tighter combat you mean meaningless jumping around with lots of flash (and no substance) and exploding corpses, with no strategic value or redeaming content whatsoever then yes.
Tighter combat? Yeah if you think spawning ninjas falling from the sky belong in an RPG. I find it rather ridiculous. Where DA2 really fails though IMO is on the story which seems very trivial compared to DAO.
