building my computer

well i decided that i want to build a computer,

i have a k8t k8t800 mobo
amd64 3100+ procesor
350w coolmax ps
512mb kingston ram
9600 128mb ati radeon saphire vid card
160gb samsung hard drive



and while building it I encountered 2 problems

first was that when the PS was on the normal 115 voltage setting it would turn on for a second then shut off. then i switched it to the 230 setting it ran, now i tried to start it with another PS on the same settings, and it failed just like it did with my coolmax. so i don't think it was the powersupply, maybe my mobo is stuck in the UK

the second problem
i turn it on everythings in trying to get to the bios screen, and the monitor doesn't do anything, stays blank.

Just checking - Are you in the UK? Or was it just your computer that comes from the UK?
What was the other psu you tried?
Have you tried disconnecting all drives and seeing if you get to POST?
How did you figure out the second problem if you can't get past the first problem?
Did you try resetting CMOS?
What happens if you disconnect EVERYTHING from mobo except cpu/fan, Case speaker, psu?
