Can i just build 3 boxes out of 2x8's and make the bottom one larger and then the top two 10 inches small on both sides and then stack them on top of each other until it is level with the patio door.

Do i have to install a ledger board? If so should i attach the top one to a ledger or the bottom one?

Sure, why not? But, there are more efficient construction methods than that, which would require far less lumber to accomplish the same thing.

The problem with that method is that it requires that I build off a top piece. I can't put a ledger for the top part because there is a concrete lip on the patio doors that extends past the house

Don't forget to account for the thickness of the decking so the steps are all the same height. No point really in attaching them to the house as long as they are on a stable base. They are not going to blow away in the wind or anything.

Yup, got everything stable and proper. Lag bolted the bottom, and then hurricane tied the joist of the bottom and second box. The second box is also lag bolted. They are sitting on a firm base of limestone packed and sand. Going to be putting the last box on today. So far its not moving and seems sturdy as hell.
