Question Building around i7-10700 for video editing. Need help choosing memory and mobo

Hello, I'm looking to upgrade my CPU, motherboard and memory. Budget is around $700. I've settled on the i7-10700 CPU at $280. So that just leaves the motherboard and memory. Maybe $200 on 32GB of DDR4 3000 or faster memory. Then probably ~$150 on a 560 series motherboard. Afraid I don't know much about memory and motherboards, which is why I'm asking for help.

GPU: EVGA RTX 2060 XC Black Gaming
SSD: Samsung 850 EVO M.2, Mushkin 1TB SATA III, WD Blue 2TB SATA III
PSU: Corsair RM750x 750w 80+ Gold
Case: Fractal Design Define R5 Silent ATX (2015)
HSF: Noctua NH-D15S (running two fans)
Case fans are Noctua NF-A15 x 4, Fractal Design GP-14 x 2

7. IF YOU plan on overclocking or run the system at default speeds.
Will OC memory & GPU; CPU will run at stock speed

8. What resolution, not monitor size, will you be using? 1080p

In case anyone else is in the same boat, it looks like this Patriot Viper Steel DDR4-3200 16GB x 2 from a Toms hardware recommendation would be a good fit. And then for the motherboard, this Asrock B560 Steel Legend might work.

But then I read this Anandtech article:

The only platform that enables PCIe 4.0 will be a Rocket Lake processor at least at an i5 level, coupled with a Z590 or B560 motherboard. Alongside a full PCIe 4.0 x16 slot for graphics, one of the main benefits from PCIe 4.0, regardless of the 500-series motherboard model, is going to be had through storage. B560 will enable one PCIe 4.0 x4 M.2 slot from the CPU, with additional slots being PCIe 3.0 from the chipset.

This makes me want to hold off and wait to see if Intel improves the "waste of sand" 11700's microcode to improve performance.
