Building a PC for my dad

1. I'm looking to build a new PC for my dad for the holidays. He currently has a 6 yr old Dell, so pretty much anything is an upgrade. He doesn't do a lot of gaming, but my sister likes to play the Sims 2 a lot, and he will on occasion play a game. Mainly, I need a reliable computer that isn't going to stop working 2 months after I build it, that he can use for internet/email/finances and occasional light gaming. I don't want a powerhouse, but on the other hand, I don't want bottom of the barrel. I'd like this to be a decent, modern computer for at least 3 yrs, and useable for at least 5.

2. My bottom line budget is $700, however I'd like to make it as cheap as possible without getting crappy components. Right now I'm aiming for $600-$650.

3. Buying and building in USA.

4. I definitely want an Intel processor, and I prefer nvidia and seagate but am willing to bend on those.

5. I have no current parts to use.

6. I haven't really looked through other threads.

7. Will run at default speeds.

This is the current config I am thinking, I'm looking for opinions on part reliability/compatibility, and if costs can be cut anywhere.
