Building a new system - Windows won't install

This is my first time building a computer. I've run into a problem and dont know how to fix it.this iswhat I'm working with:

900mhz tbird
MSI k7t pro2-a
128x2 mb crucial
Creative annihilator2 gts 32mb
IBM 30.7gb gpx - primary master
toshiba 48x - secondary master
samsung floppy
Windows ME

It posts fine and everything seems to be working ok.
Im using a win98 boot disk. fdisked and formatted the HDD(using c: /s). then booted with cdrom support. I go to my cdrom drive and type setup, and it goes into scandisk. this is where things go bad. scandisk will freeze or reports errors such as: bad sectors, or files being misreported in size, or that the fats dont match on the drive. It never actually fixes anything just freezes or gives run time errors. Anyone know what I'm doing wrong here?

I tried a different cdrom and same thing, tried windows 98 same results, tried using the ulimate boot disc, and the ibm install diskette , they didnt help any. havent tried the hard drive in a different comp, or a diff HDD in this comp. i'm stumped, any help is appreciated

I'm not really up on VIA [?] mbs, but did you boot from the IBM setup disk and turn off ATA/UDMA 100? Afte installing up-to-date drivers, then re-enable this feature.

Give this a shot:

-disconnect the second drive all together(just incase thats the problem)
-goto the BIOS and auto-detect the drive(select the recommended setting)---(if you already did this and it still caused problems, choose a different setting)
-format the drive AFTER the auto detect.
-reboot then try and load windows...

Are you sure you fdisked your drive properly?

Go into fdisk and check your drives settings.

Say "YES" when asked if you want to enable large disk support. (Important!)

Type "4" to check your partition information.

It should say TYPE: "PRI DOS" and SYSTEM: "FAT 16" or "FAT 32" usage may be 100% or less if you split your drive into several partitions.

You may have a TYPE: "EXT DOS" if you set up multiple partitions, and it's possible if you messed this up that Windows is getting confused when running a scandisk.

My suggestion? Delete any extended partitions you may have set up... for now. This is the easiest way, IF you have no information stored on your drive yet. (I'm assuming this to be true.) The only partition you should have is the PRI DOS partition. Don't worry about any unused space on the hard drive if you were using multiple partitions, you can set them up later. Now, try installing Windows again and you should hopefully get through the scandisk ok. If NOT, then try reformatting again. Just use FORMAT C: You aren't going to need the /s, so don't use it. Windows will take care of that for you when you set up the operating system.
