After a month of looking at components, debating what parts I should get, what my budget should be, etc., I have finally ordered the components for my new build. I will be reusing the following from my current computer:

Lite-ON 16x DVD+-RW
Lite-ON 16x DVD-ROM
Teac Floppy Drive (curse RAID drivers)
Antec TruePower 430W PSU
Zalman 5.1 Surround Headphones
Samsung 15" LCD (analog)
Keyboard and mouse

The components I just ordered are:

Chenming 118 mATX Case
Jetway A200GDMS s754 Motherboard
Gigabyte 6600GT PCI-E
AMD Sempron 3300+ (10x200FSB) Retail
Corsair VS1GB (2x512MB) C2.5 DDR 400
Samsung 80GB SATA
Zalman VF700 AlCu (for 6600GT)
Zalman CNPS 7000 AlCu (for Sempron)
Antec 120mm fan (to replace stock 120mm)

It cost me $700.10 shipped, exactly.

Now, I don't exactly have a large budget... so that's why I ended up going with the parts I selected. I want a silent system (the Antec will be 5V, don't worry) while being able to overclock the Sempron to at least 2.4GHz with 166 RAM divider (for effective 400MHz). I couldn't compromise on the 6600GT - its feature set is awesome and it will be good for gaming at 1024x768 for at least a few more years (native res of LCD). I don't do warez, so I don't need a large hard drive either.

I'll post an update with my results once I get some OCing done ;) It'll probably be a comparison of 3DMark and SuperPI scores at stock and OC'ed. Meanwhile, if you have any advice or suggestions please respond to this thread.

I think the number one factor is time. But since it's summer I have plenty of that ;)
