Building a new PC - Need Suggestions Please

I want to build a new computer for doing computer things, you know, like gaming, programming, etc. I just need a few suggestions on some important parts.

-I haven't decided on a p4 or athlon XP yet, so can I get some motherboard recommendations for both types. Also, please recommend the type of fan I should get depending on the processor type you recommend.
-I also need some help deciding on the harddrive. I want at least 60 gigs, and I've read about the 60GXP, any new ones come out that I should check out? Big difference between ata133 and ata100?
-Also need some suggestions on the video card. I want something capable of high fps. Can you tell me the best I can get on the market and then suggest something that's still good for games, yet is pretty affordable or not quite as expensive as the best?
-Also suggest a burner please.

Everything else seems to be in place, gunna get the Audigy, Pioneer 500m, 512 MB, and I think thats it so thanks a lot for any input.
 
hard drive: western digital 1000BB-SE / 1000JB, by far the fastest IDE drive on the market today, and 100+ gigs too

video card: geforce 3 ti500 if you want to spend lots, gf3 ti200 if you don't. either way, i suggest leadtek, they have the least signal degradation between the ramdac and the vga port (important for running hi-res)

burner: lite-on 24x, fast, reliable, cheap.

as for boards... thats a really complicated question... ASUS is probably the best brand, its hard to go wrong getting one of their boards. MSI is getting to be right up there with ASUS. there are less expensive brands like ECS and shuttle which have had a couple of stellar products lately. fans are almost a holy war type thing, theres trade offs involved between cooling performance and loudness. you'll have to pick which bothers you less, heat or noise, before anyone can tell you which to get.
 
1000JB and 1000BB-SE are the same drive, according to storagereview. WD waffled on the name of it.
 
I read the thing on storagereview.
But newegg is selling one for $270 and the other for $225, both OEM.
Should I just go for the cheaper one?
 
If I were in your place, I'd go XP. Here are my suggestions:

Motherboard: SOYO K7V DRAGON Plus / Budget alternative: ECS K7S5A
RAM: 2 x 256MB PC2100 DDR SDRAM / Budget alternative: 256MB - 512MB PC133 SDRAM paired with ECS K7S5A
CPU: AMD ATHLON XP 1800+ / Budget alternative: 1.4Ghz Thunderbird
Heatsink/fan combo: Thermalright SK-6 with a 60mm fan, which suits your use of the processor (for example, if you overclock, get a stronger fan)
Hard Drive: Western Digital 1000BB-SE / Budget alternative: 40GB IBM 60GXP
CDRW drive: I'd say Plextor, but get the LiteOn 24/10/40 drive. It's a whole lot cheaper and does the same thing as the Plex.
Video Card: I have the ATI Radeon 8500 and like it. I'm considering a move to the 8500DV (AIW), as soon as I verify that it does what I need it to do. The fastest card currently available is the GF3 500Ti. If you go with a NVidia based card, I recommend Leadtek.
