Building a computer... need some help

I am just about finished building a new computer, but I have an issue with either the power supply or motherboard. I am using an ASUS P4PE mobo and an ANTEC TruePower 480W. Initially, the computer would not boot, but the fans would spin and LEDs would come on. I resolved this issue when I discovered I had the hard drive set as the primary IDE. I still had the case open at the time I realized I had corrected the problem and booted up without any monitor. I then turned off the computer during the successful boot since I did not have a monitor hooked up. However, on my next boot attempt, nothing would happen. Fans do not spin and LEDs do not come on. The LED on the motherboard still lights up however, when I turn the power switch on. Any advice as to how I might solve the current problem? Thanks.

This happened to me once.

Check ALL the jumpers on your hds, cdroms, dvdroms, whatnot - you might have still made a mistake there

I was making a change in my computer(my old 500mhz) and I forgot to adjust the jumpers....

It SHOULD resolve it.

It did seem to boot, but I didn't have the monitor connected at this point, and I probably turned it off while it was still booting. Could this have anything to do with the "cold boot issue"?

I have tried everything I can think of, but I am getting no response from the computer at all. The only thing that indicates there is power is the green LED lighting up on the motherboard when I turn the switch. I also tried my roommate's power supply, with no luck either. Any ideas?
