Decapitation, but the good news is even after being headless you can still let everyone on the forums know about those free ipod deals and Nigerian princes looking to transfer large sums of money. No head required for that.

Then the top 1/10 of the male population (decided on health and physical endurance testing) would have their sperm extracted and kept in a warehouse. Then the top 1/10 of women (decided on beauty and intelligence testing) would be impregnated using a mixed solution of all the sperm, so only the quickest sperms would get to the egg and the genetic selection was random. This would happen once every decade, to be called the Year of Renew. The once the children were born, they would be raised by "universities" and not by any one parent.

There would be no marriage in this society. Because women can't get pregnant by accident, frequent sex with various people would be a culturally acceptable thing to do. However forced sex without consent is punishable by the removal of a testicle (2 strikes and you're out ) and of course they couldn't contribute to the gene pool. Orgy clubs would be common.

Yoir plan would weaken the spiecies through inbreeding. Mixing the sperm would not be a good idea. To keep from inbreeding genetetic lines would have to be fully and carefully tracked.

As ruler, I would give myself all-encompassing banging privelages and right of first refusal in consideration to any female in said kingdom.
I'd also pass law that I never have to sleep in the wet spot and someone else has to clean up any jizz that spews forth from my greatness.
I would also rule that pics of said ejaculate would be featured on the front page of all newpapers in the kingdom as testament to my greatness. The headlines will read "His Eminance Erupts".
I'd also enact law that anyone who even mildly offends me would have to make me a sandwich.

I'm not worried about it, because only the best 1/10 can contribute their genetic line. Yes this narrows the spectrum down, but if you end up with conflict from too close of relation, that offspring will not make it into the 1/10 next time around.

With a large enough population to start off with, when they mix the sperm, it can be done in a way that town A mixes with towns B, C, D, E, and F, and only gets distributed to town Z. Kind of like a rotation.
