Budget USB Sound Card

Hello everyone! I'm new around and i think i could get some help from you guys.

I like listening music but i'm not satisfied by the integrated sound card in my laptop (realtek audio HD). I'm using a set of Sennheiser HD 202 II headphones, and a weaker 2.1 sound system, CJC 319R

I want to buy an usb sound card, even from US or another country (i'm from Romania), but I have a very limited budget, max 40$. I'm not expecting HI-FI sound, just an improvement from my integrated sound chip.

I know someone with one of these and it works quite well - I was actually surprised at how good it sounded. He got it because the onboard audio on his laptop was extremely weak, and this actually sounded better clarity wise as well. Seems like laptop audio is all over the place and some are really poor so for the price of this it's hard to beat.
