1.)Looking to spend somewere around $60-90 for it for the budget mobo.

2.) Also, what is a good RAID 1 mobo no need for onboard Video.

From the long time specialists in budget boards, ECS/PC-Chips, there's some more to choose from, prices starting at $39:

VIA KM400
SiS 741GX
same, w/ later south bridge

The SiS 741 graphics engine is quite a bit faster than the VIA KM400.

Also quite interesting this here:

M847LU

It has ONBOARD (not integrated) SiS Xabre 200 graphics, with 64 MBytes of DEDICATED graphics RAM. $57, certainly the highest performing of all those boards. Drawback: Since the onboard Xabre already sits on the AGP bus, there's no AGP slot for upgrades.
