Budget PVP

pvp? like player vs. player? All I can come up with is personal video player. If that's right then check out the Gmini 400. It's a little over your price tag but I love it.
 
Build a Socket-A system... mine comes in at about $270 before shipping, for all parts. I bought the mobo and HS on the FS/FT forums, though, as they don't make the ones I wanted.

EDIT: However... I didn't get the tuner card, yet. The one I want costs like $150, so I figure I'll just wait a few months for that!

PVP = personal video player

If he wants the ability to record TV shows and stuff then he's talking about a PVR/DVR.
