Budget PC for grandfather

So how cheap can you build a new computer these days? I have $500 to build a very basic computer, including monitor. I would like to spend as much of that as possible on the monitor, so I can get something big and easy to read.

The computer will be running Ubuntu. Thanks for your help. We can probably push the budget to $600 if necessary.
