Budget laptop for <$600 that can do photoshop and video editing

I know with that type of budget I can't expect blazing performance but it only needs to do college-level work. A 13" screen minimum is a must but I'm flexible on everything else. Any suggestions? Performance > size so ultrabooks aren't necessary unless the deal is really good.
 
If you can find this in stock near you, it's fairly loaded but 14.1" with Intel 4000 graphics.

I had this in my cart two days ago and since that website can't take two methods of payment called Capital One to extend me $20 (I had a $1000 payment that finalized yesterday), they said they'd get it done then an hour later told me they couldn't.

Then I went back to put it on my debit card (I hate using debit online) and the laptop was gone.

Bought my future wife's daughter a Macbook Pro 13.3" instead. 😉
