budget graphics card

i work on an athlon xp 1700 with win xp and want to run return to castle wolfenstein very smoothly on my machine. i have a sis 305 32 mb card on the pc right now and i don't think it is up to the task. i'm not rich however, so i'm looking for a budget card that performs really well and exploits directx 8.1 as well as gives good open gl performance. can't spend more than 5 or 6 thousand indian rupees (about us $100) also want to know how much of a difference the hard disk makes - i have a 13 gb hdd running at 7200 rpm, will getting a 40 gb hdd make a difference, and by how much? i have heard that modern hard disks are faster simply by the virtue of being denser...they access more information at the same rpm...is this true? te 2 recommedations that i've had for the card itself are ati radeon rv100 for Rs. 5,600 and the GeForce 4 MX 420 for Rs. 7,600. if you have any know-how about the specifics, please help!
