Budget Deficit: Why After Four Years of Surplus?

Anyone have an idea why we have a budget deficit after four years of surplus under the Clinton administration? No flames on Bush, although I do dislike him. I just want to know why we have a deficit, what Bush changed the budget, and how did the economy play a part in the resurrection of the deficit.

I can't believe that the big tax cuts did not add a great deal to this.

the deficit has mushroomed because the Republican party promised to
subsidize the cosmetics industry in providing enough face foundation for
Katherine Harris as part of the 2000 deal they cut with her to fix the FLA
recount

OMFG! That hag was on CNN tonight and she's got more warpaint on
today than in 2000 and what Sitting BUll had on after he put the Freak on
with Gen Custer.

Keep in mind, that we still had debt. We never paid that debt off, we were just able to START paying that debt off rather then creating more of it.

2. the economic slowdown 1 year before bush took office. the economy as in fact never "declined" but the rate of growth has declined.
