My dad's friend is looking for a budget computer, he does nothing intensive. I doubt building the computer would be cost effective. DELL? HP? wait until black friday? although he prefers just buying it from hp or dell...he does not feel like waiting in line for 5 hours
 
If you got a Costco/Walmart availabe, I've seen eMachines systems selling for $399. Pretty nice to get started with. HP also has systems available around $599 and if you get from Costco/Walmart, their return policy is pretty good if you're not satisfied. No hassle returns.
