I travelled to Columbus Ohio for work, and had booked everything including my car via Expedia. Upon arriving late I went to get my car from budget and was told there would be a new “fuel charge” on the vehicle costing me $46 bucks. After a bit of me going back and forth and being told the other car places were closed as this was very late when I got in, except for people already having reservations, I reluctantly paid the fee, with the intent of sorting it out more when I returned the car. Flash forward a few days later where I’m running late, and concerned about missing my flight. I wasn’t able to escalate the charge dispute with the management there, and while annoying I would have to take it as a loss. The last thing I wanted to do was miss my flight. I had asked the person checking the car in if there was anything else needed, or any more surprising charges. She said, “not at all, you’re all done.”
Last night I received a letter from them explaining to me that upon closer inspection they found a “stain” in the backseat and I would be charged a $75 “cleaning” fee. I checked my credit card, and sure enough there was a charge from Budget. Today I called them, and explained to them that I had an all clear and was told directly that there wouldn’t be any charges. I also was confused why it took them two weeks to decide there was an issue and charge me. I was explained after being on hold for some time that they “were in their rights to charge the fee, and would be pursuing it.” I explained to them that not only would I dispute the charge with my credit card company, I would also complain to Expedia about this and the “Fuel charge”. I would further go out of my way to tell everyone who would listen to this about the way Budget is attempting to fraudulently charge me. Expedia has escalated this situation internally, though I doubt anything will come of it.

Cliffs
Got car from budget via Expedia
Was charged new “Fuel charge”, wasn’t able to argue out of it
Returned car where the person taking it in say it was done, and directly said there wouldn’t be any further charges.
Got letter last night with new “cleaning” charges
Was told they “were in their rights to charge” and wouldn’t drop it
Now explaining to anyone who’ll listen in hopes they’ll never use budget and tell everyone else not to use budget.

I'm wondering if your mysterious fuel fee is similar to the fuel option that Thrify presented me about a month ago. Essentially, if I paid a couple cents more a gallon, I could drop the car off with any amount of fuel and I wouldn't be charged. However, the fee itself is for a full tank of gas, which means you want to run it rather low.

I've had sex in a rental car before, but I've never gotten charged a cleaning fee.

Think about THAT next time you pick up a rental.

That's why I use an AMEX. If they fuck with me, I call AMEX, and they credit me immediately what I want, no questions asked. I've never lost a dispute.

At one point while I was arguing with them about it they said I could drop it off and they'd take care of filling it for me, as if it was a favor they were doing. I told them I wasn't going to be driving much so my filling it was cheaper than this stupid fee.

Same here, but I'm nuclear pissed about having to deal with this crap in the first place.

A friend of mine did that when we went to Hawaii. He was so intent on getting his money's worth, he drove onto the rental lot to drop it off and promptly ran out of gas.

if the fuel charge = you don't have to tank up your car after then i'm not sure why you're complaining since I've seen this at every rental car company ever.

if the fuel charge = $46 and come back with a full tank of gas, then WTF IS THAT BS

I agree cleaning charge is BS

That was my greatest fear when I used to clean rental cars. A coworker of mine actually did find a used condom in a car once, back when he was at this ma and pa place. They called the customer and made them clean it up.

Most places offer that now. We had a bit of a scam going where we'd take pump price and subtract the tax. So the price would be 13% less than pump but said "+ HST" next to it. Good barometer for how dumb people are. Anyway, as for fuel, you should return the car at whatever it went out as unless you buy that full tank option. If you want it full, ask them to fill it. Remember that whatever goes on their inspection sheet is gospel, so if you initial the tank as being half full, that's what you've gotta return it at. The company doesn't really make a lot of profit off fuel charges, at least where I worked. That money gets pooled to refuel vehicles they're driving around. Rental companies make most of their profits off insurance and used vehicle sales. Something to keep in mind.

Now back to the OP's issue. Cleaning fees are typically charged if the vehicle comes back in bad shape. Where I worked, out policy was if we couldn't clean it ourselves, we'd get a detailer to take care of the problem area then send the cust the bill. Rental companies usually only have the equipment to do basic cleanup so bad stains, a lot of pet hair, or bodily fluids may require it to be sent to a pro.

NOW, once your rental agreement is closed, they cannot charge you additional fees. If she said everything was okay with the vehicle then closed down the agreement, you cannot be charged any additional fees. They do not have credit card preauthorization to do so. Dispute the charge with your CC company. If you have the closed rental agreement on hand breaking down charges, that's all you'll need. Also, don't expect Expedia to be any help. Their customer service is literally the worst I've ever experienced.

I have never heard of a rental car company forcing you to take the fuel option. My company gives you a choice to buy a full tank or not. Also if you purchase the full tank from us we encourage you to bring it back empty. I wonder if the rep you had at the counter was just trying to make her upsell numbers look better. I do not work for Budget BTW.

Fuel Services

The ultimate in convenience and choice
In Summary: Budget offers several refueling options, whether you choose to do it yourself or prefer to leave the hassle to us.

Fuel Service Option

Pay in advance for a full tank of fuel and bring the car back empty. Our rates for this option are comparable to the current local retail pump price, and you should bring the car back as close to empty as possible, because no credit will be given for unused fuel.

EZFuel™

If you don’t choose the Fuel Service Option and you bring the car back less than full, you’ll pay a fuel service charge. If you drive 75 miles or more, depending on whether or not you bought fuel during your rental, this charge will be a per-mile or per-gallon rate and will be stated on your rental agreement. At most locations, if you drive less than 75 miles, an automatic USD $13.99 EZFuel service charge will be applied, which can be avoided if you’ve purchased fuel and provide us with a receipt.

Self Refueling

If you aren't sure how far you'll be driving, but plan to stop for gas, don't accept the Fuel Service Option. Simply bring the car back full, provide a receipt for your gas purchase, and you’ll avoid any refueling service charge.

Refueling Service

Refueling Service is the ultimate convenience because you simply return the car with less fuel in the tank than when you picked it up, and pay a service charge for the fuel used. We’ll do the rest!

I found that Budget rentals are just a notch above the local super-shady rentals like EZ-Rent-A-Car, A-Super-Star-Rental, Drive-My-Uncle-Mohammed-Cab and the like. And that notch is pretty damn low. I usually try to stick with Alamo/National/Enterprise/Avis. Hertz is just way too expensive, even if its for business.

I mostly use Enterprise because there is one nears my place. After I returned a vehicle, an employee did an inspection and gave me a print out, my responsible for that vehicle would end there.

And their price is not bad, $25/day with unlimit miles (from Friday to Monday).

And ALWAYS refill the vehicle with gas yourself, unless someone else was footing the bill (employer, insurance company, etc.).
