OK, I'm building my cousin a new PC, but I've been out of the loop for a few months.

What's a good budget 754 board?

Is PCIe worth it at this point?

Should I worry about dual channel ram with these boards?
 
You should do the 1GB RAM on a single DIMM then, and use something straightforward like the ECS 755-A2. Thanks to its SiS chipset and no-nonsense design, it's the cheapest of the well performing boards.
