BSOD on windows install

So I'm installig windows xp 32bit on a computer here at work and we're having a bit of an issue. As soon as it boots from the CD and does the driver loading and goes to 'starting windows' I get a BSOD with 0x7b as the code, which is according to microsoft is inaccessable boot deivce. This has happened with 2 different HDD's one several SATA ports. Any ideas? Running memtest86+ at the moment it's 70% done with no issues.
 
It's booting to the CD and it goes through the initial windows setup, up to the point that you accept the liecnese agreement it's right before it goes to that screen that it bsod's.
 
memtest passed without issue. HDD check passed, switched out SATA cables. tried another windows xp CD and still no luck... bad mobo?
 
Did you install the SATA controller drivers when prompted to do so at the beginning of the installation process ("Press F6 to install a third party driver")? That normally doesn't cause a problem until after the first reboot in the installation process, but it could be the issue here.

I dont think so... I have never had any issues with this. but I guess it is worth a shot.
