Browsing problem, IE and FireFox, XPSP2

Ok, here it goes again, hopefully a damned mod doesn't delete my account this time before posting this. I am having problems posting on various websites message boards. One is DSL Reports where I can browse to my hearts desire yet posting returns page cannot be found error in IE. In Firefox I recieve a no data error. In fact I can't even get past the AU policy when trying to join the boards here. I also have issues where I cannot view secure websites. When logging into Georgia Powers website after logging in the page stays blank. same in Firefox. Yet I can access my banks secure site, my credit cards secure site and many other secured sites. I am completely clueless as to what can be causing this kind of behavior. So far I have:

1. Downloaded firefox, verified problem still exists.
2. Run NAV then cleared it off my system, ran numerous online virii detectors, all clean.
3. Ran various spyware detectors/cleaners then deleted them from the system.
4. Played around with IE security settings, security is low, internet browsing is set to medium.
5. Restored to a restore point a month old when I wasn't having this problem, still could not post.

Anyone got any ideas?
