Browser times out on all websites. Works as soon as page is refreshed.

I built a Dell Poweredge setup with Windows XP for my parents.

It has an onboard Broadcom gigabit ethernet card.

For some reason though, with both Internet Explorer and Mozilla, all webpages time out.

For instance, if you load youtube, it says "cannot load page" after 10-15 seconds. But then when you hit refresh, the page loads immediately.

I have tried it on 2 different hardwired networks with the same result.

Could it be a bad ethernet driver? Any other thoughts?

It's almost certainly a DNS issue. Try changing the order of your DNS, put another public DNS at the top, or if you're using a local DNS, check it out to make sure the source for you local DNS has a clear path and the upstream server(s) are up.

What I believe is happening is that the original DNS requests are timing out, and by the time you've clicked "refresh," the secondary DNS has been queried and has responded (and the results cached).
