"Brownie" would never be head of FEMA under Rudy Guiliani.

FYI.
Not only did Rudy Guilinia make his chauffeur head of the NY City police departmet, and eventually Ol' Bernie Kerik was up for Director of Homeland Security but:

At the Housing Development Corp., Giuliani named as commissioner Russell Harding, the son of political ally and ex-Liberal Party boss Ray Harding. The young commissioner was placed in charge of the city's agency that finances complex housing deals, despite possessing no college degree, no experience in housing and no background in finance.

Harding was eventually convicted of stealing more than $400,000 from the agency - he didn't even know enough about the job to cover his tracks. He was sentenced to more than five years in prison for the embezzlement and for possessing child pornography.

The federal Equal Employment Opportunity Commission found that Giuliani's Parks and Recreation commissioner, Henry Stern, ran an agency where "supervisory lines of authority are almost completely segregated by race and color" and whites were promoted ahead of more-qualified nonwhites.

A class action lawsuit against the department, settled in 2005, placed the agency's hiring and promotion policies under federal supervision for three years.

Over in Giuliani's Fire Department, a flap ensued when The News reported the Cadet Corps - a program intended to create more diversity in the 91% white agency - included the sons of high-ranking FDNY brass. Giuliani defended the inclusion of these privileged sons in the program.

Just an update on the person who MAY be responsible for appointing the new batch of Federal agency heads.

on a side note... there was a recent article about "Brownie" in the Denver Business Journal. Turns out he is a native Coloradian. Anyways, there is a quote in there from Brownie that says something along the lines of "As soon as I heard him say 'Brownie You're Doing a heck of a job,' I knew my career was over."

Funny, I thought the same thing when I heard him say "Mission Accomplished"

What's this, another hit piece on Giuliani?

For someone who stands no chance according to OP you sure seem awfully concerned with old Rudy.

You could balance it out with a couple more Hillary Clinton threads. You are falling behind.

Then Giuliani gave Kerik the news: He would announce the next day that he was appointing Kerik deputy corrections commissioner. The promotion would make Kerik the No. 2 man at the agency overseeing the city's prisons and lockups. Kerik balked, worried about his qualifications, but Giuliani insisted. "Just do this," the mayor said. "Do what I'm telling you." Relenting, Kerik agreed, but as he tells the story in his autobiography, what happened next was a little creepy. "In this dark sitting room, one by one, the mayor's closest staff members came forward and kissed me. I know the mayor is as big a fan of The Godfather as I am and I wonder if he noticed how much becoming part of his team resembled becoming part of a Mafia family. I was being made. I was now a part of the Giuliani family, getting the endorsement of the other family members, the other capos.
No qualifications, no problem, but creepy man kissing action mandatory for job?
Giuliani has never been famous for tolerating dissent or sharing credit. His assistants in the U.S. Attorney's office had a tart nickname for the people Giuliani often promoted: they were called "the Sure-Rudys," guys who would echo the boss's instincts and decisions no matter their wisdom ? as in "Sure, Rudy." The Sure-Rudys weren't very smart, a former assistant said, but they would reliably tell Giuliani he was right. Giuliani forced out his innovative police commissioner William Bratton in 1996 after Bratton seemed to like the media spotlight too much for Giuliani's taste. But Kerik was loyal above all and ruled the sometimes lawless corrections operations with an iron fist. In 2000 Giuliani handed Kerik the 100-year-old solid-gold badge and named him New York's 40th commissioner of police.
Rudy pushed out an innovative guy to replace him with unqualified yes man. Bernie, you are doing a heckuva job :D
Anyways, I used to be firmly pro Fred, but now I am thinking Rudy may be even better. I want him nominated just to get to hear all the fun stories. :)
