Bro's massive title issues, what can he do?

The long backstory:

My brother in law bought a 1999 Suzuki SV650 motorcycle from a fellow in Ohio. He went and picked up the bike along with the signed title and brought it back to Missouri. Apparently in Ohio when you sell a vehicle you have to have the title notarized and it never was, so when my brother went to get it registered in his name they wouldn't do it because of the lack of notarization.

They said he could get a notarized bill of sale from the seller and they'd accept that. So he got that from the seller, but now when he went back to (I suppose it's the dept of revenue) they said they would not accept the notarized bill of sale, the title has to be notarized.

So, now he's stuck with a bike he can't get plates for and he either has to A) send the title back to the seller (he's worried he will never get it back) or B) have the seller request a new title (time consuming), get it notarized, and mail it.

Any way around these options? Brother in law is in med-school so driving there and back isn't really an option right now.

Ideas???

Find a shady, local Notary? Though I guess Notary stamps probably include state of purchase.

Hopefully there's an easy way around this. When I bought my bike, the title I got from the seller had never been transferred to his name. He bought it in 2006, that seller signed it over to my seller, but my seller never signed the title and transferred it. DMV told me I'd have to either have the intermediate guy transfer it to himself, then I transfer it from him. Or I'd have to track down the first guy, have him get a form notarized saying he wrote the date wrong or something.

I went back to the DMV a week later, told them I bought the bike four years before, and never titled it because it was a project. No questions asked, title transferred.

Sorry about the digression, but hope your bro gets it figured out.

Just mail the title back and have it stamped. Send the guy $5 to pay for shipping to keep everybody happy.

That's weird, about 10 years ago I bought a bike in Ohio and even though it said we needed to conduct the transfer at a Sec. of State with both parties present I brought the title back to Michigan where that isn't the rule and they processed the transfer.

You need to get the title sign and notarized. If not, then you haven't completed the sale and the other party still owns it. I know my ex-wife tried to forge my signature on the car she drove, but was titled under my name. I had to handle it myself before she could get the car in her name.
