Broken Power Connector?

One night my computer was working fine and the next day when I tried to start it up, it would not post. I tried resseting the cmos but it didn't work. So i tried swapping parts. Long story short, everything was work fine but my video card. I plug in the 4pin molex and it would not boot up because the message told me to connect power to the card and it is connected! Is this a matter that I can't fix and must RMA?
 
I currently use a OCZ modstream 520w and I do not have a voltmeter to measure the 12v rail atm. I also tried my antec truepower 430w but same problem persist.
