Broken Motherboard or CPU?

2 days ago, green pixels started flickering in some places that should be black. I figured the new GPU I bought a while ago might be bad, but turning the monitor off and on again fixed the issue so I didn't investigate further.

Yesterday the image suddenly disappeared from my monitor and restarting the PC only gave me a jagged green and black screen. I replaced the GPU with my old one but the problem persisted. I pulled out the RAM sticks, testing one at a time but no change, as expected.

I'm currently in Japan without any more spare parts, and carrying the machine around here would be a nightmare. Some insight into what's likely to be the cause would be greatly appreciated.
 
Suspected faulty monitor.

Are you able to try another monitor? This will aid in determining whether the original monitor is faulty or not.
 
Holly hell am i stupid. The DVI cable on the back of the monitor had come halfway off, staying barely connected! Thank you so much for your suggestion. I probably would have spent more time on useless things if you hadn't said what you did.
