Keeping the same TDP but at smaller process with a smaller die, doesnt mean it will increase the frequency that much. The CPU cores will be smaller with more hot spots and the reduced die size will make even more difficult for the IHS and the heat-sink to keep the die at operating temps without the CPU to throttle.
And since they will keep the same amount of Cache (20MB) as Haswell-E, the die will shrink significantly due to 14nm. Consumption will go down significantly especially for the 8-core SKUs vs Haswell-E.
