Except there is a bunch of fiber connecting them all. It isn't the middle of nowhere as far as data is concerned. Big fat submarine cable pipes give the islands LOTS of Internetz. St. Croix is expensive because it is St. Croix. It isn't any more or less connected than anywhere else, but you can charge a premium there due to the high tourism.
I think you've got the wrong island there.... St. Croix tourism has been dead since Hugo hit in the late 80's. It's finally picked up in the past few years a bit, but St. Croix is definitely not full of tourism like St. Thomas or many of the other Caribbean islands.
It is expensive because nobody on the islands wants to help themselves help the islands. Work ethic on the island is terrible, it takes forever to get anything done and the government in the USVI is so dysfunctional they can't even collect property taxes over their territory, been going on for a few years now.
The island is still littered with debris from Hugo, sunken boats in the harbors, abandoned buildings that are finally being torn down etc..
Everything on St. Croix moves slowly, and that definitely includes the Internet.
