Broadband Connection Sharing

I was wondering if anyone had an answer to this legal question. This is for a church with a ten computer network that cannot afford to pay for a business internet connection from COX. However, the pastor's house across the street does have a residential internet connection. Does anyone know if it would be illegal or legal (and maybe give links to documents) to share the pastor's connection with the church? I know it is ok to share among residential neighborhoods, but is it ok with a business?
