broadband - bandwith

I'm about to have cable internet installed (in australia) and i plan to share the connection across the network i have set up in my home. Sharing it isn't a problem, i can manage that but i was wondering if it was possible to limit the other machines on the network to a percentage of the total bandwith. I was hoping to limit the other machines to download speeds in the region of 15k/sec or so, can i do this? and if so can anyone offer any suggestions on how? thanks.
 
he means you have to install unix/linux on a computer to act as a go-between, since unix is a such a powerful and stable os, it is ideal for using it as a NAT(Network Address TRanslation) router for your network, might as well throw in a few nics and make it the router instead of spending the extra cash, that is, if the cash has enough room. I see, probably a bit more trouble than i'm willing to go to, i was hoping there was a *cough* software solution. Thanks for the help though.
