broad question when can cause intermittent internet slowdowns

randomly during the day my friend says her office has really bad slow downs, about 30 min out of a work day. They've check for viruses and ATT says everything appears to be fine on their end.

Edit:Found out another user had a virus. Is there a network tool that lets me see to which address and port the computer is downloading or uploading to.

did they accidentally schedule backups or reports or something at that time. . . .you say it's random? no pattern at all? certain websites or internal only?
