Arena power and lighting worked after the failure, but Spears' stage shows require additional power.

So she could still sing (arena power was working), but the concert was canceled because the fancy-shmancy pyrotechnic effects and explosions didn't work... when a singer has to rely on special effects for the concert to be successful, that says something about them...
