Bricked R9 290?

Hey guys,
So i made the mistake of buying a second hand r9 290. I am having problems with the display and wanting to know if this is the sign of a bricked card or possibly another problem.

It wont display bios or post and all i get is this screen.


My specs are as follows:
I7 920 @4ghz
1 x ssd 1x hdd
8gb ddr3
750 watt antec earthwatts

I was thinking perhaps this psu is just not up to the task. Any thoughts?

Your image link don't work.
That looks like a bad card, possibly a BIOS issue.
That PSU has ample voltage to run a 290.

Try using another cable / port? What resolution? What port?

Definitely looks bad, hopefully just cable/port though and not the card.

Yes i tried DVI also and it gave me the same result.

Is it worth a shot trying the bake method?

I'd return the card as faulty or see if warranty is still available and RMA it.

On the same notion as this, see if your motherboard has a BIOS update as well.
