I realize that Ni batteries develop memories while Li dont. But i cant help the need to use until drain to charge to maximize battery life. Does any one have evidence (real life experience) with Li batteries to show that partial drain to full charge does NOT produce memory?

They sure seem to go bad, so I'll bet they do.

In fact, my laptop says to discharge fully instead of topping it off all the time.

From what I read, NiCd do have memory, but NiMH don't.
EDIT: Oops you are asking about Li...

I seem to get better battery life with L-ion's when I discharge them fully every few charges although everything I've read says they don't memory charge.

Li batteries last the longest if you keep them around a 40-60% charge afaik.

And then occasionally do a full discharge, full recharge.
