Brand new phone, google play apps not downloading

This is hilarious - just upgraded from my iPhone 6 to a galaxy s 6 edge and the transition's not going well, I can't even download apps!

Play is signed in and everything looks kosher (I can search apps and click INSTALL), but the progress par just loops indefinitely instead of acutally downloading. Any suggestions?

It happened to me when I updated to Lollipop for my S5. What happened here, I think, the system updates Google Play services. After it's done, apps can be downloaded as normal.

Ok, I'll let it finish charging/background updating before complaining

It usually means something else is already downloading/updating from the play store. If you want to see what you have queued up to download, just open the menu (the three bars on left of the search box) and hit "my apps". Should give you a list of everything you have lined up to download, and it'll get to them when the other downloads are completed.

It takes some time, but everything will work, eventually.
