Brand new floppy drive not accessing? - new system

Here's the deal.... im building a computer based on the K7T Turbo MB. The floppy drive is not detecting for some reason. With the cable and power properly installed, the floppy drive LED does not even come on during boot, and is never accessed (BIOS is set to boot off Floppy, so it should).

I know the power cabling works, and that the floppy drive cabling at least REGISTERS, because if I flip the ribbon cable, the LED stays on (to signal error).

Right now I have unplugged the HD/DVD (which worked fine), so the only variable is the floppy.

Why won't it access???

 
I ordered two identical drives from the same place. One works fine (in another system)... I'll try swapping drives to see if that one is faulty by any chance.
 
Is the "twist" in the floppy cable toward the floppy?

Did you enable 1st boot to floppy in the BIOS?
