Brand new EVGA 850W GQ making clicking sound on switching on?

If it's just one or two clicks it could be the relay in the transient filter stage - very normal. I don't know if that unit has a soft-start circuit but if so, it could be that as well.
 
Like kschendel mentioned, that is quite normal on newer PSUs. My Seasonic and EVGA PSUs do it as well.

If the fan had a bad bearing in it, you would hear clicking the entire time the fan was spinning (or at least a lot more than just powering on, or shutting down the PC).
 
Did you manage to get one of the $30 shipped ones from the EVGA Ebay store? That was one heck of a deal. I missed it myself.
