call the police where that guy is and have him arrested

Contact the USPS Postal Fraud division in your area. Conducting fraud over the Telephone lines, which an internet auction falls under, puts it in their jurisdiction. iirc.
Sic as many legal agencies on him as you can.

My visa debit/credit card offers all the same protection that a regular visa credit card would.

I know this because someone made a dupe of my card and charged up hundreds of dollars worth of stuff in Arizona a few months ago and I had to pay ZERO of it.
