Bought a used Soyo K7VME Micro ATX in the forums this week and today I received it.

Connected everything and powered it on. No boot.

Reset the CMOS. Unplugged everything except CPU, RAM, and PSU. Took board out of case and isolated it. Removed RAM. Changed PSU. Changed CPU. Cleaned silver from CPU fan. Changed CMOS battery. Reset CMOS about a billion times.

No beep. Fans spinning.

Is this thing just dead? Anyway of telling if it is the RAM, Motherboard, CPU or combo thereof? What would you do next?

I used a brand new micro atx case with a 200w Sparkle PSU.

Hmmm. Not good, The only way I know of to check if components are bad is to test them in other PCs. But you probably knew that already. Looks like the board might be DOA. I have also noticed that using brand new power supplies with older motherboards can cause them to act strangely or not work at all. If you have an older PSU try it.

Did that already. Haven't tried the parts in this computer yet. Frankly I am a little afraid to do it.

This stuff was dead. This is the last time I try to save a dime and buy stuff used. I've already contacted the seller. This really blows.
