Compared to what?
I hate simplified history, this is a sketch only.
Somehow the French and Indian war was fought in North America. With Euporean commitments the Empire government decided the North American colonies should support British troops and Naval presence in North America.
Please remember, most manufacture was illegal in the colonies, and goods must be shipped to England to travel legally.
Also the Aristocracy was absent, many Royal officials crooks, and serious court could require trips to England, where some cases took decades
The Stamp Act was intended to fund the N A military presence, and undoubtably provide Royal graft.
Agitation, riot and subversion defeated the measure, or made it too expensive to enforce.
The compromise reached in England, was to create a Tea tax.
The colonies in general, and the more extremist colonists, detested this face saving attempt.
By dumping Tea in the harbor, the colonists offended the British government a good part of the British public, the East India company (almost a nation itself), and the British military.
At this time "reading the riot act" meant, after reading it, troops were free to inflict beatings, injury or death. Bullet or bayonet.
So yes the event took place before the military could react.
It is also true, if betrayed, a military force could ambush "the Indians," read the riot act, and fire on anyone not dispersing. Or argue the point afterward.
