Booty Problems

I posted this thread over there with the assumption that it's no Hardware problem but I go back over there today to install a new OS and it the Puter won't have any of that...the screen just stays blank so any idea's...here my list.

Stripped the Puter down to just RAM, Vid card and CPU with HD
Interchanged every piece and tried them with other known working pieces(PSU, HD, RAM, CPU)
Changed everything in the Soft Bios and reset to default

My last resort is to pull the Mobo thinking there may be 1 short but I don't think so because it still boots with the original HD all the way to Windows Screen then resets...over and over again

Any assistance is appreciated...

can you clarify? does it continue to have this problem if you replace the hd with a known working one?

When I replaced the HD and set the BIOS to Boot from CD it just flashes the curser on Boot after recognizing the devices...same with Floppy...
Tested the Menory, replaced the cables, and all other devices are OK as well so I'm thinking it's gotta be the Mobo
