Depends.

Both boot in about the same time as long as you don't have a bunch of programs starting with Windows.

XP will generally boot faster than Vista if you do have a lot of programs loading during startup.

My two Vista systems boot/load faster than my two XP systems - but mainly, that is because they have faster CPUs. Like was said - all things being equal, it really depends on the amount of stuff being loaded. BTW - XP loads faster after SP3 than before. Vista loads faster after sP1.

my xp sp3 loads pretty fast in my laptop from a cold boot through bios. It is slower loading with a dvd in the drive. I have been extremely impressed with the speed of standby startup/resume. When i hit the power button it goes standby black screen fadout in 1.5 seconds, then battery/power/fans are off in the next 5-6 seconds. When i hit the button to turn it back on (5 mins later or 5 hours later) i have a full operational desktop within less than 1 second. the wifi proceeds to connect in the next 3-5 seconds. I'm trying to make a video of it to show you guys how fast it is...

i tend to say that V boot-speed is actually pretty good, better than XP or at least on par. But then boot-speed HEAVILY depends on the apps being loaded. With a 4GB readyboost USB drive, superfetch and readyboost active and letting V "adjust" itself and let it create some caches for a few days i get pretty good boot-speeds actually.
