Bootup Issue

I have a friend who's computer is going through some issues right now...

When he turns the computer on the fans will start but nothing else will. No BIOS or startup screen. He undid all the connections then redid them and now it boots normally but he says the fans are running weak.


I don't know if it's a proprietary computer or not but I'm guessing there was something wrong with the connections and it's semi-fixed but I'm not sure how to explain the fans? Maybe it was overheating before and so the fans were running extra hard and there was no bootup and that's what he's basing the slow fan speed on?

Most PCs today when you turn on the PC the fans run fullspeed until the BIOS is loaded then the BIOS will slow the fans to the appropriate speed with respect to the detected CPU temps. If the temp exceeds a BIOS setting the fans will speed up. He could change the BIOS settings to run the fans at full speed all the time if he desires. Noisey though.

Sounds normal to me.
