Bootloader options

Not sure if this is even possible but can a bootloader change the under/over clocking and toggle video cards on and off?

I've got a desktop that I want to use basically as a NAS in linux. Under this event I want to stay as low-power as possible. So underclocking my processor, and turn on my motherboard's IGP (off to the discrete card)

However, on occasion I want the option of booting into windows to play a game, or do a little video editing in an environment I'm more comfortable in. In which case I'd like to enable the graphics card.

I know there are a host of other problems with this setup (filesystems, multiple monitor outs, etc) but this is the one that I think will prove to be what stops me.
