Booting issues with computer

Whenever I turn on my computer I receive no video signal to my monitor. I assumed this was only a video card issue however: All my fans spin, my hard drive appears to be working, but my keyboard and mouse (both USB) receive no power from any of the usb ports. It seems if this was a video card only issue, my peripherals wouldn't be affect.
Hardware is as follows:
Mobo: Soltek K8AN2E-GR
CPU: AMD 64 2800+
Ram: 512mb pc3200 Wintec
Video: Chaintech 6600 GT
Sound: Soundblasted Xfi Platinum
Power Supply: Now a Dynex 350W after replacing a 350W Fortron (it's fan went out) and the rig has had this problem with both power supplies.
So i guess my question is. Is this possibly a motherboard or hard drive issue? or would it still boil down to the video card?

It could be anything.

The reason you see nothing on your monitor is most likely because its not booting into BIOS.
