Booting complete hourglass thingie [ANYONE?]

When booting windows (98se) it seems to go through everything, icons come up, but for a little bit an hourglass remains after it appears to be done and I don't hear the drive reading.

Does anyone know what (if anything) is loading for that 10-30 second period where the hourglass pointer just hangs out and possibly how to make that go away?
