Is there a CD-bootable version of linux that will allow writing to hard drives and what file format should the hard drives be in?

Pretty much any LiveCD will write just fine to a fat32 partition. Knoppix is the icon of the genre, Damn Small Linux is the snappy fast version, Ubuntu and Kubuntu both have LiveCD versions, and there are numerous others.

For NTFS partitions, life gets somewhat hairier. NTFS write is still "experimental" which isn't a terribly encouraging thing. I've no particular advice on this subject.

Knoppix is the way to go when it comes to NTFS, from personal experience, it saved my arse a couple of times. ;)
