bootable floppy for flashing bios?

is it necessary to use win98se boot floppy only for bios flashing? i mean isn't it possible to use bootable floppy made under WinXP(dOS bootable disk) or for that matter win 95 bootable floppy?
Any answers?

for a bootable floppy in xp, go to my computer, right click your floppy drive>format & check create ms-dos startup disk.
