Boot Up Problems

I own a Dell Dimension 4500, when I booted my system up after installing my new graphics card, the monitor failed to find the signal, I see little blue dots in the screen. When I restart my system, everything boots up normally. This has happened...ooooo... 5 or 6 times, and i'm just curious if anyone knows why, my power supply is adequate, and my MOBO and chipset BIOS are up to date. (and yes, everyting's pulgged in)
 
Need more info. Like what kind of graphics card? What is in your computer such as CPU and mem. Power supply.

I have a true 250 watt power supply (which is said to be under-rated and capable of more maximum output)
As for the card, it is a PNY GeForce FX 5700 Ultra with 128 mb DDRII as for my CPU and memory, just read my signature, I think its there. Something tells me that it ISN'T in the power supply where the problem lies though, because the dell power supply I have is capable of handling a Radeon 9800 pro according to dell, and in fact that card came as a factory option on the later models of my system.
